Cell phones and cell phone company?

Do cell phone companies like att and cingular go into the cell phones so that they can identify their phones from other carriers? I want to buy a phone from ebay, but my cell phone company Unicel, said that those phones won't work because it not from their company, even though they carry nokia brand phones.

1. i dont think it really matters with cingular. i am trying to get a phone from ebay to. you just have to take your SIM card out and put it in the phone. my brother tried it and it worked fine.
