Do you have to pay to use the WiFi capability on Cell Phones?

I wanna get the Samsung Omina, from verizon, but I am unsure coming to the WiFi capability. If I wanna use the WiFi, do you have to pay to get on the internet with it? I think you don't have to I just want to make sure before I make my final decision on a phone.

1. WiFi is a Wireless LAN(Local Area Network) If you phone model have a WiFi chip inside, and you are able to see WiFi Setup there in phone settings. You don't need to worry. You can use that WiFi to connect any Open or Free WiFi Point, HotSpot, or Wireless ISP(WISP) in your area!
