What's the cheapest cell phone from any service provider that has wifi and i can use without any extra charge?

Hi, My contact with T-mobile will expire next month. Now I'm looking for a cell phone from any service provider (T-mobile,Cingular,Verizon,Sprint etc.) that has Wifi. I have wireless network in my home. i want to use it to browse the net from my phone. i don't wanna spend additional bucks to get any data plan. I'm just wondering which service provider has the cheapest cell phone that has Wifi which i can use for free. I saw today T-mobile has introduced Nokia 6086 and Samsung t409 which says Wifi calling. Does that mean i can use it to browse the net? Do I have to pay extra charge to use it? Please try to understand my question and answer seriously. I can go with any service provider. All I'm looking for is the cheapest phone that has wifi from any service provider in usa. Any help would be appreciated. Thanks in advance.... -Ray
