can anybody tell me about skype wifi phones , how can i tell if another person has wifi access?

i have a friend in malta, if we both buy skype wifi mobile phones how do you determine who has wifi access or does everybody have it

1. When you turn the phone on , you will ask it to search for a wifi signal and then connect to it. The other person doesnt necessarily have to have wifi just the person using the wifi phone.
2. Hiya Buddy! Im hooked up to Skype with 3 Mobile! Im having the same problem! The latest news ive got regarding Skype recognition! Is a brand new peice of software is being devoloped,ie a coloured icon against a subscribers name,within your contact list of names!
