My cell phone battery won't fully charge?

I have a Verizon LG EnV phone and it won't fully charge. At first I thought it was the battery but I recently got a new battery and its still acting up...does anybody know what could be wrong with it or should I just get a new phone?

1. It is possible that the phone has an electric problem. If it's still under warranty or you have insurance, have it replaced. You could also get some expert to run a diagnostic test on it. Heck if I were you I'd use this as an excuse to buy a new phone.
